Does my baby have a fever?

My baby is 3 weeks old. he is congested, runny nose, coughing, and trouble breathing because hes so congested. The doctor gave us a breathing machine yestetday. Today he seems a bit sicker. I have a rectal thermometer and his temp is currently 99.2, is that considered a low grade fever in newborns? I know they normally say anything over 100.4 is worrisome but since my baby has other symptoms i wasnt sure.
