Warrant For Tickets by Ex Husband?

My best friend has been trying to get divorced for 3 years now and her husband has fought it all the way. The court told her that he would keep possession of the car that's in her name. Since then, he has recieved $1980 in parking tickets that she didn't know about until today. A sheriff showed up at her door and served her with papers that say if she doesn't pay the balance in full in 24 hours she will be arrested. Needless to say, she doesn't have the money to do that, and she knows that her husband and his family won't do anything. She is the sole provider for their 2 children and I feel she should bring them to me so they won't go to CPS. What is our best course of action? And will she get in more trouble for bringing me the kids so they don't go into the system? She is from IN (where all the tickets are) but has since relocated to Ohio. Her husband lives here in Indy.
