Why don't politicians consider the "underemployment" number statistic?

The underemployment stat counts the people who have given up looking for work, and the people who are working part time, but want to be full time. The number stands at 16.8%, up from 16.5% at the last count. This would imply that unemployment is going up. They keep saying that unemployment went from 9.8% to 9.7%.
